ENRICO MINIO

Enrico Minio nacque a Civita Castellana il 4 maggio 1906. Era un operaio ceramista. Aderì al Partito comunista a Torino dove si era recato per compiere gli studi tecnici. Entrò ben presto in contatto con alcuni giovani comunisti quali Teresa Noce, Alfonso Leonetti, Erasmo Travi, Cesare Dumini e Raffaele Tornaquinci. Con loro dette vita al quindicinale La Voce della Gioventù, ma fu arrestato, ancora diciassettenne, per propaganda sovversiva contro la sicurezza dello Stato. Negli anni successivi seguirono altri arresti, ma non mancò di collaborare a giornali clandestini quali Portolongone, Il Martello e Risveglio.A Napoli, dove nel frattempo era divenuto segretario giovanile dell’ufficio XV del Pci , Minio fu arrestato, insieme con G. Sanna, e condannato dal Tribunale Speciale a 12 anni di reclusione. Era il giugno del 1927.Nel 1930 rifiutò di sottoscrivere la domanda di grazia che era stata inoltrata dalla sua famiglia. Scontò la pena a Oneglia e a Sulmona, quindi nel 1934, in seguito a commutazione della condanna in tre anni di libertà vigilata, si trasferì nuovamente a Civita Castellana.Nel 1935, mentre Mussolini preparava la guerra contro l’Abissinia, Minio, con altri compagni, riuscì a realizzare un giornale che fu intitolato Unità, di cui uscirono sei o sette numeri da febbraio ad agosto, dedicati quasi completamente alla guerra. Venne nuovamente arrestato con quattro compagni e, come responsabile di attività comunista e propaganda a mezzo stampa, fu condannato a 22 anni di reclusione, alla interdizione perpetua dei pubblici uffici e alla libertà vigilata. Rinchiuso nel penitenziario di Castelfranco Emilia fu poi trasferito dapprima a Roma, poi a Civitavecchia e, il primo aprile 1939, al sanatorio giudiziale di Pianosa.Liberato dopo la caduta del fascismo, Minio divenne consultore nazionale, poi deputato alla Costituente, senatore di diritto nella I e nella II Legislatura repubblicana e senatore eletto nella III e IV Legislatura.Nel 1949 divenne sindaco di Civita Castellana, dopo aver fronteggiato la difficile situazione susseguita all’attentato a Togliatti. Infatti nel luglio del ’48 a Civita Castellana, nel corso di una manifestazione popolare, era rimasto ucciso il carabiniere Minolfo Masci. Ancora oggi le circostanze del grave episodio non sono state chiarite. Le indagini non portarono al ritrovamento del colpevole. Dal 1994 la Biblioteca ha dato inizio a una serie di pubblicazioni con il contributo di autori soprattutto locali. I temi trattati vanno dalla storia, all’economia, all’archeologia, al paesaggio, al folclore, all’arte, all’epigrafia. L’obiettivo è ricostruire una memoria, quella di Civita Castellana, che nei secoli è andata essenzialmente perduta. La biblioteca è diventata anche una piccola casa editrice. Minio Henry: a man is not passed in vain. Press Viterbo Province on the occasion of the centenary of his birth.


ENRICO MINIO was born in Civita Castellana the May 4, 1906. Was a worker potter. He joined the Party communist in Turin where he had gone to perform the technical studies. He went quickly into contact with some young communists such as Teresa Noce, Alfonso Leonetti, Erasmus beams, and Raffaele Cesare Dumini Tornaquinci. With them gave birth to the fortnightly Voice of Youth, but was arrested, still seventeen, for subversive propaganda against the state security. Over the following years, more arrests, but did not fail to cooperate in underground newspapers such Portolongone, The Hammer and Awakening.
In Naples, where he had since become secretary of the Communist Party youth office XV, Minio was arrested, with with G. Sanna, and condemned by the Special Court to 12 years imprisonment. It was June 1927.

in 1930 refused to sign the request for a pardon that was sent by his family. He served the sentence in Oneglia and Sulmona, and then in 1934, after commutation of the sentence to three years of supervised release, he moved back to Civita Castellana.

In 1935, when Mussolini was preparing the war against Abyssinia, Minium, with other comrades, he managed to produce a newspaper that was called Unity, which came out six or seven numbers from February to August, devoted almost entirely to war. He was again arrested with four companions and, as head of Communist activities and propaganda in the press, was sentenced to 22 years imprisonment, perpetual disqualification to public offices and probation. Confined in the prison of Castelfranco Emilia was then transferred first to Rome, Civitavecchia and then, April 1, 1939, the sanatorium of judicial Pianosa.
